In terms of weapons and builds what puts out the most DPS pve/pvp and what is considered the more weak build.

Many would argue that sword and greatsword is the weapon that put out most dmg in terms of DPS. Staff for a dps condi build. Although scepter have had a few remakes over time, I think most would argue that it is still one of the lesser weapons in a mesmers disposal.
In term of builds I would guess meta is always one of the stronger builds which often consists of sword and greatsword.
