About that budget… Do you have alternative currencies like karma, laurels, and WvW tokens? Some armor sets and trinkets are very easy on the virtual wallet if you use these alternative methods to attain them. See equipment acquisition by stats on the wiki
(Only real downside of karma or WvW token armor is that you can’t salvage it. So it’s kind of a bad choice if you want to put super pricey runes in it.)
I like the dungeon token route of buying armor. Sure, it takes up more time and effort, but you get gold for getting the armor stats you want as opposed to paying gold.
Yes , tons of karma, and tons of laurels and a lot of wvwvw tokens. Just gold that I am limited on.
So good small group condi build for roaming.
and good large group build for zerg busting organized guild runs.

You mean to say the downside of using WvW armor. Dungeon armor is salvageable, WvW armor is not.

I made a condi-hybrid build for zergs/havoc teams a while ago using mantra-balthazar runes. It also has stability for your party as well as pbAoe IP shatter. It’s a bit unconventional but I felt that the combination of 3-charge stability mantra as well as IP-distortion gave me lots of survivability (if you stick close to your tag you tend to take less damage than spread out, although you probably already realize this by now.)

Also, Balthazar runes are very cheap, and I believe rabid armor is among the cheapest for crafted armor you can find on the TP.
