These are the notes I’m reading and I’m confused. What’s improved responsiveness mean?

They cut the activation time by about half for both skills. yay!

Basically the animations were bumped up in speed so you’re not stuck in an excruciatingly long Mind Stab animation And shooting lasers from your sword is faster now too – so the GS Mesmers got some very nice fixes to their big blades.

is it more damage?

it does equate to more damage, yes. not larger numbers, just more numbers faster.
