Minimum Boon Duration
It’s about the same still.
It’s worth mentioning that Signet of Inspiration now gives a flat duration (though is affected by boon duration) of all the boons you have on you and traited you are on a 18s CD with alacrity and you have the traited version too in inspiration.
With 96% boon duration you share if you have the boons:
Quickness 6s
Resistance 4s
Stability 10s
Aegis 20s
Fury 10s
Might 40s
Protection 6s
Regeneration 10s
Retaliation 10s
Swiftness 10s
Vigor 10s
This really helps keep up 100% protection, vigor, swiftness and fury from rangers in some of the harder bosses like Matthias.
The Domi recall duration has 4 activations of all 3 quickness generating skills aswell as 3 procs from the inspiration trait so a total of 15*3=45 seconds of quickness without any boon duration. Continuum split is on a 90 second cooldown and has up to 6 seconds where it is active. Permanent alacrity reduces this by 25% so you end up with 67.5s+6s=73.5 seconds you need to cover with quickness( a little bit less if you end your continuum split manually).
73.5s/45s=1.6333 => kitten.6333=73.5 s.
This means you would need 63.3% boon duration if you were to do your rotation perfectly you also get additional quickness from the second chrono since his shield kittens 10 people.
100% boon duration gives you 16.5 seconds of wiggle room if every skill benefits from your sigil of concentration
Since SoI boons are now created instead of duplicated, the boon duration you need is now is most likely less than you needed before due to the outgoing boon modifier of Chaotic Persistence.

noone is using the chaos traitline though and you only get soi boons if you have the boon active on you when finishing soi

TL;DR: Normally 90%~, situationally 50%<
Since the SoI changes, every full Raid team uses 2 Chronos, so you don’t need CS for perma Quickness / Alacrity anymore.
Therefore CS should either be used for damage via using Blurred Frenzy, Tides of Time, Wells (not the healing one) or Frostbow #4, or for heavy cc at will, like Moa.
Outside of CS, you can apply Quickness by performing some sort of a mini rotation. So the calculation is quite simple:
You activate 2x SoI, 1x WoA and 1x ToT every 22.5s. This results into a requirement of only 87.5% boon duration for perma Quickness. Due to the tiny cast times and some delays, just round it up to 90%.
But wait, there’s more!
There is Tides of Time wich buffs up to everyone in the team, regardless of subgroup. This means if everything would be perfect, you’d have 2x WoA every 22.5s wich reduces the required boon duration down to a little bit more than 50%.
So yea – if you know the other Chrono is expirienced too, just run Scholar Runes at bosses like Sabby, where everyone easily stacks on each other (if you want to minmax). This still leaves you with 67% boon duration. Plenty over the required 51%. You could even ditch the expensive 10% food.
But do not even think about running such a low boon duration if you are not absolutely sure everyone has a good positioning and both Chronos are up for the challenge!
