This was more of a potentially exploitable issue before the patch. This can (theoretically) get you 2s reflect on kitten cooldown, so 2s out of 7s reflecting. This is significantly higher than just casting it untraited.
However, casting it traited gives you 4s reflect on a 12s cooldown. This is a 25% uptime compared to 28% uptime on stow-canceling it, in addition to losing the heal. The additional 3% is not a good trade off for losing the heal and having to deal with stow canceling, so I don’t really see it as an issue.

Hmm, good question, I personally have not looked into it but will as I often use mirror for the reflect, especially when in SPVP or roaming.
As far as the exploit part ? I don’t think its much of an exploit, after all, you are paying for it in form of using up a trait, but it may be unintended. If anything, A-Net should look into it and extend the duration of reflect on mirror by at least 1 sec if traited for it and if they remove this.

If traiting it boosts the reflect to 4s, why wouldn’t traiting it and stow-cancelling give you 4s out of 7s reflecting?

The second reflect activation only occurs upon successful completion of the skill channel.
Also, I mathed a bit wrong. Traited heal is 4s reflect on a 14 second cycle, so a nearly identical 28% uptime plus the heal.
So stow-cancelling Mirror is a poor man’s Manipulation trait, lol.
However, if you stow your heal you can essentially get a 2second reflection (counted before cancelling the heal). I know it shows the tooltip as saying 1 1/4 but im getting a 2second reflection anyway able to before casting the heal off.
From my exp mirror’s cast time matches to tooltip’s 1.25s You can compare to mass invis cast bar (1.75). MI takes longer time to cast then mirror. Though you are still reflecting additional 0.75 s when mirror cast is finished. Canceling mirror leads to immediately stop of reflecting feature. Usual reflect uptime with stow weapon ~0.8-1s from my exp.
