Yeah it’s been live since Monday’s patch but they forgot to include it in the notes.
omg! sckamow actually responded to me :P. arenet does seem to forget the small details of what they do in patch notes, some nerfs that never were anounced and such have come out in patches before, I hope they have a system in place to check for this.

Very nice though as it decreases some of the power of decreased condition duration and ups the power of increased condition duration since now a duration less than a whole number of seconds isn’t a complete loss.
Nice to see going from 4s to 3.96s isn’t a 25% dmg loss any more from a 1% duration decrease. (Note: arbitrarily selected numbers).
Try your best to not make mistakes, but, when you do make mistakes, learn from them.

Technically the change isn’t that massive as far as I can see. In testing with Staff clones I sometimes got two full ticks out of a 1.25s duration burn.
The simplest explanation I could come up with is that each target has a “pulse timer” and any condition active during the pulse deals damage. Since application is essentially random this would average out over longer timescales, yielding overall damage equivalent to the fractional duration added.
It is a boost to short-term reliability though, especially for anything with a longer application cooldown than staff auto.
This is an interesting little change, I wouldn’t call it a huge buff, more of a nice adjustment. It does increase damage by a bit, but all things considered it’s not that massive.
If I had to guess, this is something they decided to change because of some sort of other back-end change with normalizing timers on mobs or something like that. It’s really such a minor thing that I kinda doubt they did this specifically to buff condition damage.
