Doess the Fury proc on Pack runes affect phantasms? If so, does it prioritize players over illusions?

No. Fury (any source) if it comes from you does not affect(shared) phantasms.

I think Sticker misunderstood the question slightly.

Pack runes allow you to provide aoe might/fury/swiftness. This aoe does prioritize players, but it can hit illusions. If it ends up on an illusion, the fury properly applies a +20% critical hit rate.
