Q:
Phant build/shatter build
The problem is the traits that give shatter damage will require that you sacrifice phantasm damage. For example, replacing Empowered Illusions by Mental Torment.
What could work with minimal change (untested) is putting 5 more points in Inspiration and speccing into defensive shatters, e.g. Shattered Conditions / Restorative Illusions / Vigorous Revelation, so that shattering becomes sacrificing illusions for self-defense while still providing moderate damage. After which you can bring your phantasms back and continue as usual. This would make your build even tankier than it was before.
If you are shattering you don’t need 20% more health to phantasms. That trait is lackluster anyway, people don’t know how small that thing is that its a waste of a trait.
The points in chaos are also wasted since you will just be using your phantasms for the first attack then you will shatter them.
Your offhand goes to your personal preference. Offhand sword is lacking because of how lackluster block is. (blocks one attack, yea you could block a big attack but the majority you won’t. It sucks against more then 1 enemy and when block is activated you have to wait 1/2 second to get the full effect.)
Torch offers an escape, the illusion is pitiful still for damage because they nerfed its physical damage because they gave it 3 seconds of confusion instead which is also pitiful damage right now anway.
Focus was nerfed into oblivion. Curtain is fun but warden doesn’t make up for it. Wardens recharge was suppose to be 5 seoncds (it says it in the patch notes people) when traited. Well its not. The thing is useless.
Pistol is the only decent offhand. Good damage, has the highest bleed proc, and you get a stun. It works unlike any of our other offhands.

If you go more crit drop 10 points in domination and put them in illusions for more crit for mind wrack if you want. I find removing boons (removes 1 boon for illusion) valuable and you will be shattering constantly.
Hi Mate.
Before you set up a build you in my oppinon need to do some planning and tactic. Some of the questions you will come up with later on but some you need to have clear before you start to trait and gear.
1- How do I want do deal dmg? Burst, condition, phantasm, shatter or phantasm shatter combo.
2-How will my defense be based? Immunitys and avoidance? passive migation? stealth/movment or combo immunitys/passive (more tanky last one)
3-Around what will I base my movment and chase down?, cc (cripple, stuns etc) movment (speed runes, blink, staff focus)
4-what do you want to do, wvwvw, sPvP/tPvP or pve
When you answered this questions you start build you build to get max out of it.
To me it seems like you want to get a shantasm kind of build with strong passive defesne and phantasm dmg but some how get some shatter effects into this. Great, now we knao what to work with.
My area is normaly shatter but I try find a good solution.
Defense: For passive and active mix of defense I would personaly reccomend extra health for condition handle and some owerall survival, aslo toughtness from traiting and weap, protection on renegation and 3% less dmg taken / clone. For accitive defense and vs direct dmg I would go , extra critchanse (for vigour) staff cd,s lowered and energy on 1 of your weap.
The chaos storm and armour with lower cd + protection on 75% hp and from chaos field/armours, renegation will serve you fantastic. The block on sword oh will be a strong anti thief tool.
Offense: To get max effect of a hybrid phantasm/shatter build with not deep traiting in ullusion (if you want that you need to give alot survival up from passive and go acctive survival) you will want to create phantasm, let them hit 1 time then shatter. Sword/sword is good for this setup in my opinion as the sigle hit is easy to track and land about same time as your shatter burst + blade flurry. To increase this dmg you want 15% illusion dmg, increased clone renegation (on dodge) 20% mindwrack and 3% dmg / clone up. When your burst 3 clones land its 9% extra dmg from 3 clones + 15% on phantasm and 20% on shatters.
Movment will be based on rune of AIR, it will help with movment on heal but also give you a anti thief tool again + help on bursts. Also you will have staff blink and normal blink.
Special skill added decoy, I would use portal if i did wvwvw but you seem to aim on other area.
I hope this help mate, note its a theoretical spec but pls if you try it out give some feedback on how it worked for you. In my oppionon its a solid hybrid spec.
