This trait appears to not be working for me, does anyone else have this problem? I thought they fixed it in a previous patch.

You are finding that the attacks on your phantasms are not recharging 20% faster?

If you’re looking for a faster summon this is not the skill that does it. You can take 5 points in Illusion for the summoning speed or you can double up by traiting into a weapon skill for a 40% faster summon CD, but phantasmal haste is the ATTACK recharge.

40% summon CD reduction doesn’t really help you either unless you are doing PvE and then it was never really a concern for PvE
