It doesn’t seem to reduce the cooldown at all. Tested with both GS#4 and Phantasmal Defender ?!

And it is bugged. Not all phantasm get 20% IAS, if any at all

Huh. Okay, thanks. I sound dumb maybe but that was not clear to me at all :P
