They need a slow moving Giant Glowing Ball of Light that follows along the ground, and hit the target to spawn the Phantasm.
Its not fair that its invisible, the enemy should be able to see and dodge the Phantasm creation just like they can dodge the Phantasm attacks. Make the Giant Glowing Ball of Light have 100 HP as well, so the enemies can kill it with AoE or attacks too for it to be even fairer! Just use the old Staff’s Winds of Chaos ground moving projectile for it, you know the ones the Staff Clones still use.
Also make a “Signet” like warning over the Mesmers head when they start trying to cast a Phantasm, its only “fair”.
