PvE Staff Build
No. Feel free to shoehorn staff in to your build though.

Just use a normal phantasm based build right now. Maybe at Oct 15. staff becomes very strong with the con. damage buff, depending on how hard this buff will be. However right now, full zerk phantasm build. Especially useful against world bosses like Dwayna or Shaman etc. Together with many conditions on the enemy, the iWarlocks somtimes hit over 20k. Or sometimes even in dungeons if your team has many conditions.

Wouldn’t a condition buff actually make duelist and warden stronger?

Slightly. They are just better if you go for con. damage since only the scaling will be buffed. If you do so they get worse on their own since they won’t deal as much crit damage anymore. However they are happier if you got might than the swordman e.g.
What makes the staff stronger with cons isn’t the warlock, it’s the wind of chaos wich also procs on clones. Maybe even the bouncing thing will be fixed soon (staff clones won’t but trident will be affected by the trait). However the staff gains much more efficiency with might stacks than the other weapons do, even if you still play zerker for warlock. Maybe hybrid is an option or con duration.
But lets see how heavy the announced buffs really are.

Most staff PvE builds are Signet of Inspiration builds in my experience. They are a joy to play if you like seeing your allies suddenly light up with a ton of boons. Obscures your vision on the left side by only a bit.
I’ve linked the build I use at the top of the post, but if you do some looking around you’ll find a few other variants. The combo for the build is simple, use staff 5 and stand in it, use staff 4, heal, switch weapons, do something else, use signet of inspiration. By the time the duration on chaos storm is through, you should have a ton of boons to hand out along with the boons you were handing out already. I then use staff 2’s leap finisher and torch 4’s blast finisher on my own fields or on fields my allies drop.
Only staff is necessary, you can use any other weapons you want. You also don’t need to go for soilder’s gear either. All the stats are optional and you can go berserker’s and be just as effective at support. Good luck.

I think one of the Staffs biggest problems in PvE is it’s horrible Auto Attack.
I remember the last time I roughly crunched some numbers, the condition damage it inflicts, even WITH the doble bounce, would need to be tripled to even keep up with the GS (an already inferior PvE weapon).
Also if they just increase the scaling for the condition damage stat that would mean you could only get more damage in exchange for zerker stats, so the hit itself and your phantasms would suffer…
So yeah unless they like DOUBLE the attack speed staff will stay a really really weak PvE weapon.

I run staff in PvE, but I do alter between that and GS. Staff has some advantages for me and my build as follows:
1. Chaos storm – awesome field all around
2. Spammable stun breaker / extra dodge
3. Spammable clone generation
It is an overall a good defensive secondary. I run DPS as my primary set, usually sword + focus or sword + pistol or sword + torch, while retaining ability to insta switch to a defensive set-up.
As mentioned above the staff auto attack is unfortunately laughable, though the i-lock is decent if you are building up phantasms.
Go to a zerg event, put down Warlocks, go afk. You’ll out-DPS most of the pugs so long as you make sure to stand somewhere where you won’t die.
I had this build saved while I consider it. It is three months old and I have only been playing for a month and a half so I don’t know if there were any changes which would make this less/more viable. It is a staff with scepter/torch condition build.
