For organised runs, Chrono runes will help you execute your Well rotation more reliably, which is obviously a huge benefit. OTOH, if you’re already pulling off your Well rotation with time to spare, then the extra damage from Chrono runes will be a nice bit of icing on your Alacrity cake.
In general, though, I’d say that personal DPS loses out to team utility for Chronomancers in organised groups. So if you feel that the Quickness is a significant boost to your utility, then you should prioritise it over the 10% damage.

I almost feel that a Mesmer should carry two sets. The traditional Assasin-Scholar can be used in fights where Reflects are needed while something like Berserker-Chrono should be used in situations where raw power (metaphorically speaking) is concerned.
10% is great and all, but Illusions so not benefit from that, and Mesmer damage seems to be split pretty hard when running Phantasm builds. That, and the player has to maintain that health threshold to gain the damage boost.
Depending on how many Wells a player takes it boils down to a comparison of 2-10 seconds worth of quickness (more-so with F5 shenanigans) vs a conditional 10% boost in personal damage.
Without seeing the numbers I feel inclined to say the few seconds worth of faster actions wins over the extra damage. That, and Wells should also be traited for Alacrity so there is also the factor of faster cooldowns to take into consideration. Though if the fight is over in 5 seconds the Alacrity is rather moot for the most part.

More alacrity with shorter fights just means you can have more frequent fights, as the alacrity finishes off your cooldowns quicker. So extra alacrity is almost never wasted, unless you’re already hitting 100% uptime (which is unlikely).

Very true. My point was mainly a consideration if you’re in an instance of sort where there’s a lot of downtime between fights where normal cooldowns are ready by the time the party gets to the next fight.
But yeah, good point.
