Q:
Two quick questions:
1) Chaos storm causes one boon/condi/daze every five seconds. Let’s say five enemies stand inside for all five seconds. Does it hit them with the same effect every second, or do each of them receive five different effects?
2) With the changes to chaos armor, does it award you a boon per second for each enemy that hits you, or is it capped at one per second, period?

Edit: Another question. Are the effects all equally probable? This is of particular interest in chaos storm, where daze is unquestionably the strongest effect. Anyone interested in testing 100 chaos storms and recording the results?

1.) In my experience its all random. In my interrupt build when i put CS, not everyone gets interrupted the same time.
I can’t speak for Chaos Storm (good question), but for Chaos Armor I believe the way it works is that the random boon is given on 1st hit with a 1 second cool down, regardless of who is hitting you. The random condition is inflicted on any opponent who hits you, with a 1 second cool down. The cool down in that case is tracked by opponent.
I believe chaos storm is random, but I’m not certain.
With regards to chaos armor, there are 2 internal cooldowns. There is an ICD of 1 second for boons applied. There is a separate ICD of 1 second for each individual enemy striking you for conditions applied, so if 5 people all hit you at the same time, they will all receive 1 condition.
You know what, for me daze seems to proc the most in terms of being constant. Might be different for others.
