For roaming, I find these two power builds most efficient.

2. Vanilla mesmer mantra build

Burst them into oblivion! Evaded? Stealth and do it again! This build is probably more efficient and easy to get onto because it offers insane amount of stealth, which is perfect for wvw roaming.

Any advice for setting up combos and stuff a noob should know? Maybe advice on most effective uses of the different shatters?

I only speak from my experience of running a MoD power shatter chrono build.
1. Greatsword is your main dps weapon. Easiest shatter combo that everyone knows is GS#2+F1+GS#3, which is also one of the most commonly used combos for shatter mesmer. You will want your GS#2 to hit target within close range for max dps. You can also add in Blink to ambush enemies (GS#2+Blink+F1+GS#3) and Stun Mantra/Mantra of Pain to lockdown/damage (GS#2+Blink+MoD/MoP+F1+GS#3), which can instagib certain zerker build. Use F2+F3 for additional dps if your opponent is low after eating a full burst. GS is your major dps source so you should try to play with it a bit more.
2. After a GS burst, you can follow by a sword#3&2 attack. This weapon set is also your main defense. Use sword#2 more for defensive play. Shield#4 is block x 2. It does not work if your enemy use “unblockable” skills/buff. Since shield block can trigger a 4k heal (could be wrong on the number) if you run defender runes, you should try avoid using shield block if your health pool is full or the heal will be wasted. Another effective combo from this weapon set is shield stun(shield#5)sword#3(immbob and teleport to enemy)GS shatter combo.
3. As for shatters, you will be using F1 a lot for dps. You use F3 occasionally to interrupt. F4 is your oh kitten button and it’s useful against thief’s opening attacks. If you take the inspiration traitlines, you will get condi cleanse from your shatters, therefore you should always keep your shatters (F2-F4) ready for condi bomb.
4. Heals. The first important healing source is your mantra heal, each time it heals you 2.6k and removes two conditions so use them wisely. Another good source is from charging mantras (MoR, MoD/MoP), which heals you 2.6k. The last source is from blocking if you run defender runes. I personally love defender runes for roaming. It incorporates so well with all the heals going around and making use of shield and healing mantra.
5. Decoy&Blink. You can use them offensively to ambush your enemies, but I normally will save one of them available for defense purposes. Since I run a mantra build, I can use decoy+charge mantra or charge mantra + blink away to secure a charging.
6. Gravity Well/MI. It’s really a matter of preference. MI for more survivability, GW for more cc and dps. You can use GW on downed enemies to prevent prevent rezzing. If you have trouble landing GW, you can always chain GW after shiled#5 stun or MoD stun. The damage from GW is very rewarding.
Besides some thoughts on the build I run, I think the most important thing is that you need to understand the synergy of the build you choose to play, which requires you to understand how each trait/skill works in different situations. It definitely helps a lot if you watch mesmer gameplay videos as you can see the build in action.

f1 burst damage is pretty decent with just 2 (gs#2 and yourself)
