Is it not supposed to give passive benefits while out of combat or is it truly bugged? Have we had an official word on it?

I’m not sure, but as long as it activate 10 seconds AFTER the combat, it’s garbage.
I remember in BWE, I use to get random buffs even when I stay in town.

yea its kinda useless now, and i used to love it.

The only thing it’s good for now is sPVP in a Boon build, where the spreading function is amazing when used properly, and you’re usually in combat so the random boons are rolling often.

It was deactivated out of combat as a reaction to pretty widespread player feedback (during beta) that the constant audio quips were highly annoying. They were. :P

Ofc, we figured they’d disable the audio out of combat. Not the entire signet. -.-
