Seize the Moment doe snot count the mesmer itself as an illusion as per our newly baselined trait.
AKA shattering without any illusions when you have STM gives you nothing.
Reported as a bug in game already.

‘’Illusionary Persona’’ affects only shatter skills themselves.
While Seize the Moment and other such specifically say ‘’per each shattered illusion’’ etc
Many skills that count illusions count the mesmer’s baseline Illusionary Persona. IE. Flow of Time (Gain alacrity for each illusion you shatter.)
