Shatter Build for PVE??:

Regardless of spec you can run anything including shatter mes and still solo most of the content. Only if your trying to top numbers and record times for speed runs or are doing frac anything 30+ is the meta even a factor, just be sure to run Zerkers so no one gets mad.
With the current status quo of the game most players will accept a mesmer on their team without questioning. (Presuming it’s not like 3 mes to a team)
I haven’t looked at your builds but unless you went for some weird 2/2/2/2/2 build I trust you’ll do fine outside of high frac.
It may be slow (which is always the case) but lupy can never touch you with perma vigor shatters and focus reflect.

Dont really see a problem using this build for doing open world, since even nomads guards can do fairly decent out there.. But when people say PvE, they usually mean doing dungeons, and your build is just very poor at doing dungeons efficiently. The role of every class in dungeons is to 1. Deal as much damage as u can and 2. Provide the support your team needs for the specific dungeon. For mesmers that is mainly reflects and occasionally stealth and condi removals. With your build, you need quite a bit of ramp up time in order to deal the maximum amount of damage, and shattering your phantasms for torment completely opposes the idea of keeping your duelists alive for bleed stacks. Also, it should be mentioned that bleeding caps out easily in dungeons from other classes, so you might just be overcapping it and lose a huge portion of damage.
So here’s what I can recommend changing your build. Rendering shatter is just provides a barely noticeable amount of vuln, and since ur build is mainly condi focused, it doesn’t get affected by vuln that much. Instead, take empowered illusions for better duelist damage. I’d recommend taking away the shattering part completely, and put points in inspiration to take warden’s feedback, and replace the staff with a sword and focus. Although still not the most optimized, this should be the closest to being slightly better for a build that suits your playstyle.
edit: forgot to mention that mobs are either too lazy to move or stacked tight in a corner, so torment is just a waste there.
