Shattering against pets
Illusions are summoned on a target and stay linked to that target. When shattered, they shatter on that target. That is the shatter mechanic.
Dodge clones target what evers closest. You can look it up in the bug section or test it for yourselves. This makes some awareness of other nearby aggro generators somewhat beneficial.
Just recognize that if you dodge far away from your target goal then the clone could very well target that coyote or moa npc if the npc is closer than your intended target.
Pretty sure this will get fixed someday seeing as it’s in the bug section.
““Deceptive Evasion” clones target nearest enemy instead of casters target.”

Ah that really answers my questions, thanks. I would really like it to be that I produce clones that target my actual target, because its a real problem against the emerging beastmasters in PvP.
Dodge Clones simply target the closest enemy when you dodge. Note, this is sometimes the enemy you have targeted but more often its not. Especially so if you facing multiple enemies.
Thus everything the Clone does, whether it be attack or Shatter, will be aimed at the target it spawned on. For Dodge Clones, this may not be the enemy you have targeted.
Sidenote, its a great “feature” to have when trying to hit/tag multiple enemies by simply diving through a zerg/mob and smashing your Shatter buttons. You make a line of explosions, if the clones survive long enough to shatter.

This happens to rabbits and other animals/enemies in game because gw2 has absolutely no AI whatsoever.
As others have said, deceptive evasion clones are reres.
