Sigil of Nullification?
I don’t think it’s all that effective. With the frequency of boon generation in PvP through things like pulsing stability/resistance, stability on dodge or Scrapper gyro destruction, protection/regeneration/vigor per Tempest aura, etc, 1 boon every 5 seconds really isn’t all that much. Not to mention, actually stripping the boon is tied to critical hits so it’s useless without a build that uses precision!
It’s not a bad choice, but it really doesn’t compare with Doom, Generosity, Air, etc IMO.
Is recent undocumented change?
At 5 sec I’m going to pick it up on one of my characters for wvw. Assuming it’s not spvp only change?

Yeah I have realised the same – it’s just nowhere near worthwhile because often just stripping a random regen or swiftness or something else useless and then the more important stab/resistance/protection just lingers on…

Maybe put it on sword then. Where one boon strip randomly would be near useless, multiple potential strips wouldn’t be?

The other problem is in a Viper build it’s very difficult to get a full sword AA chain off without being at risk of taking significant damage due to being made of tissue paper.
