I just need a clarification on this skill: does the passive bonus (+ cond dmg) only apply when the signet isn’t on CD? I thought the passive bonus applies at any time disregarding if it’s on CD or not but I read up that it’s otherwise. Is this true? Thanks in advance.

Signet’s Passive Bonus only applies when the Signet is not on CD. That seems to be universal with any/all signets that I’ve used and seen so far.
