Yep. Don’t use it after first block. Always use it after second.

Did you get it working, in either case? I got off the first 2 phantasms and had the skill on CD, yet Ether didn’t refresh it last time I tried.
As of the beta from 6th September Signet of Ether recharged Shield4:
- had Shield4 on 14s cooldown
- used Signet of Ether
- Shield4 recharged (and was promptly put to good use).
- This worked in WvW; I am fairly sure it worked in sPvP too (I remember using this combo).
