What happens when they say they fix something but it doesn’t get fixed? Does that count as a buff, a nerf, or what? I wouldn’t bring this up if it didn’t happen often for us.
Most of the time, patch notes are released at the same time as the patch hits, so it’s easy for the gamemaster to decide. Personally, I wouldn’t let it count as a bugfix then. However (and I think that’s what you meant), Skill Bar is different because it’s a preview and released probably weeks before the actual patch.
I’d suggest that you wait for the actual patch to determine what really happened. As you said, previews are often false, stealth buffs/nerfs happen and it usually takes a few days for the community to spot bugs.
It’s probably best to set the deadline for bets to the point when the patch notes (or the preview) goes live, and calculate the results based on what you know a few days after the actual patch. Hotfixes should be ignored, but it’s up to the gamemaster how to choose the rating deadline.
Relevant for the actual score are the facts known and proven after the patch went live!
Or you could just finish the round when Skill Bar goes live, and take those notes as they are given to us. Wouldn’t make much sense though, cause they probably won’t show new bugs in their video (maybe just disable the “new bug” token in your game then) :P

Well, there’s also the “HEY WE FIXED WARDEN AGAIN… not really…”!
Well, if absolutely nothing changed, then the bets are worth nothing.
If they somehow fixed the current bug but also introduced a new one, you’d probably allow “BUGFIX” and “NEW BUG” tokens.
But as I said, that’s up to the gamemaster. I’m just telling you how we would handle it
