Hello Mesmers and the great community it has always been
The build below isn’t finalised and the community’s help is needed and appreciated before the 23rd patch hits
Build uses Staff + Scepter/Pistol
While Scepter/torch is playable since the mage afflicts burning now, pistol offhand with it’s fast attackspeed and the dueling traitline go well together, not to mention you get an additional interrupt
Runes – Superior rune of perplexity, 20% confusion duration and 5 stacks of confusion for 8 seconds (without the 33% + 20% confusion duration increase) when you interrupt.
Sigils – Corruption – 250 condition damage
Bursting – 6% condition damage
Earth – 60% chance for a 5 second bleed (no ICD)
Some of the traits and skills can be changed, like illusionary defense to master of manipulation and blink to mimic 2 feedbacks or 2 stuns
More suggestions for a near to perfect build guys!
I will be using the same traits. I want to run a few things by though and see what you and others think.
First id use Tormenting runes instead of perplexity. The 6 on it imo is better, and I think torment will be easier to stack and more damaging. Also the sigils, ill run Bursting and Tormenting on staff, Earth and Bursting on scepter/pistol. I would use a Givers scepter, but theres no ascended givers weapon. I still may use an exotic, because the 10% condi duration is extremely nice. I think an ascended giver set will come soon anyway.
Mantra of Resole over blink, imo, I dont think we need blink especially with staff 2. I think with Chaos storm becoming easier to pump out, iduelist will put plenty of confusion on enemies anyway so I would focus on mass torment especially from what I saw in the BETA of HoT enemies move much much more.

while torment deals more damage compared to confusion, problem is mesmers dont have a lot of torment applications except the block + trait on shatter 2 stacks of torment.
confusion as a mesmer lasts 33% longer + 20% from rune compared to 45% tormenting duration from rune
Another thing to notice is mesmers apply confusion all over the place with the new trait lines
Confusion applications
Pistol attacks through chaos fields (chaos storm, feedback etc) [Chaos fields]
You and your illusions crits apply confusion (No ICD) [On crit]
When you interrupt a foe, mistrust applies confusion (No ICD) [Interrupt]
When you interrupt a foe, perplexity runes apply confusion (15 second ICD) [Interrupt]
All shatter skills apply confusion [Shatter]
Cry of frustration applies confusion [Shatter]
Scepter confusing images applies confusion (9-10 second ICD)
Chaos armor applies confusion as well (No ICD)
Torment Applications
Scepter Illusionary Counter applies torment (8 second ICD) [need to block]
Heal applies torment with the rune (20 second ICD) [Around your character]
All shatters applies torment (No ICD) [Shatter]
Sigil applies torment (5 second ICD) [On crit]
We interrupt so often, with shatter + magic bullet + chaos storm
while we do have signet of domination as well and with the new mimic, it’s gonna be fun.. but keeping it out of the picture for now :-)

Here’s an awesome change to the confusing images -
Confusing Images: Added one additional strike to this skill. Strikes from this skill now display an additive total rather than individual hits. This skill now activates 50% faster
That’s an extra tick of confusion i guess, hopefully it’s not just the extra tick of damage.
