It’s a fun spell in what it was probably intended to do, pulling people off castle walls can be mildly entertaining, The things it can do in the jumping puzzle is pretty much the ultimate way to troll people.

I’m aware guardians have a similar spell.

Is it fine, should the vertical range be limited in some way ?

I don’t see the problem, really. There’s multiple pull skills in the game.

We could ofc argue that maybe pull as a concept has issues, and fair enough, but Into the Void (Vortex is an underwater Spear ability, #5) I don’t see an issue with.

The strength of heart to face oneself has been made manifest. The persona Carighan has appeared.

I don’t see the problem with Into the Void. I don’t get pulled off ledges by that skill, even when enemies try again and again. All it takes is a vague understanding of what that skill does, and a bit of smart positioning and you are almost entirely safe.
