anyone else notice in the presence of other chronomancers using it you don’t get the 10s recharge reduction?

i wanted to see if multiple chronomancers could reduce each others cooldowns with it (which, obviously i realized was a long shot, but hey, you know the bugs in this game)
but none of us are even getting our own reduction from our own Tides of Time

Is it the case that others are proccing your ICD, and thus when you come to use yours your reduction is already on CD?
