If they are moving, it’s around 4 to 5k damage when you spec for it. The problem is that it’s strictly a single target dot and confusion is no longer worth while. Hence, yes, I can take one guy down if I manage to land a block and he’s too kitten to cleanse, but I’ll do practically no damage to everyone around him. The necromancer torment is a thousand times more effective so if you want to whine, go to their thread.

I don’t mind the block honestly. Just have to use it properly.
Do what I do. Wait till a necro lands it on you, then use arcane thievery to pass it back. You get to have your torment, and keep your sword too
Conditions are a wasted aspect of gameplay as long as cleanses are as available as air is breathable (which for all classes apart from mesmer, is prevalent. Then there’s runes and food…)

They should have made the torment on use of the skill as well and it should move like the sword block condition (in a like hitting multiple targets)

No, from PvE perspective, putting it on a block skill is really a bad design. In PvP, players keep moving, but mobs not.
Ranged blocked mobs stay ranged. Melee blocked mobs stay melee.
In both scenarios you’d have to provoke a block and then run away. We are not thiefs …

Encourages counterplay, in my experience. Obvious attack inc? Block it, then send them to condition damage hell. Most people will remove it immediately or pop their heal, as our application of Torment does the most damage I believe (full stacks and food, mine does around 12k if they are moving).

I assume you do not spvp or tpvp? Conditions are absolutely out of hand there since there are just more conditions than cleanses right now with the new necro changes.
Condition builds are much weaker is WvW where you just have area to move out and wait for them to fall off.
