does this set the cooldown of autoattack skills to 10 secs if interrupted?

No. It used to, then anet hotfixed it within a couple days.

Yeah, ArenaNet stated it’s not intended to work that way. It’s been brought up many times and it’s just going to be this way unfortunately. One of the more recent threads on Power Block:

HoT tries to address the thief issue by giving you Weakness-on-interrupt. Which reduces their burst damage and their ability to dodge. (It also stacks pretty powerfully with Chaotic Interruption’s conditions, helping to make the Immobilize harder to purge.)
