Typical Phantasm traits for sPvP
Since the IC nerf, I’ve been using 10/30/0/30/0. It seemed fine at first, but I’ve started to have my doubts.
I’m currently using 10/30/0/30/0 too, at least in tPvP, with Sw/Sw + Sw/P.
Basically I let my phantasms do the job while I keep at range until ILeap and Blurred Frenzy are off cd, then I go for some burst, then range again. Swap weapons every time it’s not in cooldown. Abuse IRisposte and magic bullet do avoid some damage and keep pressure due to the cc/burst (IRisposte damage is often underrated imo)
Having swords in both MH may not be the best choice, especially after blurred frenzy and IC nerf (for ILeap), but it fits my playstile better than gs i think, at least in tpvp where you usually have to stay in the conquest point.
On dueling line i pick fury for phantasms and both sword and pistol cd reduction.
I’ve given a shot to the new builds with IC but i feel that 15% damage boost in domination to be better than IC especially since phantasmal haste seems not a very reliable trait (always felt buggy for me, but maybe it’s just me that can’t test it right)
At least 20 in dueling is a no choice for me, sword cooldowns are a must have, especially since i really like playing Sw/Sw
In tPvP I tend be a really reliable source of single target burst damage so usually my target can’t focus on killing my illusions (and then IC is not that great of a choice imo) since it can’t play full offensive or he dies (but for grenades engi and so on, against high aoe this spec simply doesn’t work thanks to the STUPID (i’m not use to these words on forums but this is really it) nerf to vengeful images)
Again, this build really fits my playstyle, it probably won’t be the optimal build but hey, it’s all about having fun here!
Here is what I am running now (as best I recall). Please be gentle, I am a long time WvW player who just recently took up sPvP.

The #9 skill is blank because I have yet to settle on one.

A skill should NEVER be blank when you access to something like Decoy
I don’t actually “run” with no skill (I’m not “that” newb, LOL). I just haven’t settled on a skill. I’ve tried Sig of Insp, MoP, Decoy and pDisenchanter. Just none of them seemed “must-have”.

Omg, decoy all the way. I have always/forever ran pvp with blink/decoy as non-optional but especially in phantasm builds where you could fire off illusions from the stealth and set up a burst attack with sword.
I need to check out Decoy again. I guess I always saw it as an escape move for when a fight was lost.
Also, what about Sig of Illusions?
Decoy is great to pop and then dropping a phantasm, it’s not just an escape mechanism.

I would say Phantasmal Strength and Fury are the must have for a Phantasms build.
Then, according to your taste, you could decide to go for Empowered Illusions. This as far as straight forward phantasms concerned talents.
However, I found that Deceptive Evasion is another must have talent in almost any builds. That makes 20 points in Dueling and 25 in Inspiration a strong starting point. The rest I would leave it up to your play style and personal taste.
For Utilities I would start from Decoy. Blink is a strong choice. Third slot is your call.
Unless there are traits in the inspiration line that you require for your build you will be better off plugging points into power than chasing that % 15 damage increase in the inspiration line as far as phantasm damage is concerned.
Same goes for that same % 15 vs. More crit damage unless you are using a non-crit amulet.
