Did i am the only mesmer who, when i changed my utility, they are on cd?

Ex: blink, decoy, arcane thievery

My arcane thievery is on cd. I change decoy for portal, and the portal are on cd (same as arcane thievery).

So and you? Did you notice something like that?

yep it happens lets say my blink is on cd and i swap nullfield to veil it will go into the same cooldown like blink. its been a bug forever and very annoying!
