So it’s basically 5% extra damage on your first attack if the enemy doesn’t know you are there?
That doesn’t sound very good for a 25 point trait or am I missing something?
No doing anything = not in the middle of an activation bar, if I remember correctly.
So if they have all instant cast abilities, that’s a free 5% damage for you.
It’s a throw-back to Wastrel’s Worry and Wastrel’s Demise in Guild Wars 1. The idea is that you would combine it with the Confusion condition to create a “Catch-22” kind of situation. If they use a skill, they take damage from the confusion. If they don’t use a skill, then they take an extra 5% damage from your attacks.
Every moment when your target does not have a castbar for an ability, they will take 5% more damage from you.
It adds up to a reasonable amount of time, but 5% is lame. Should be 10% and it would be worth the placement of the trait.
I though that it means you do extra damage to people who are stunned, dazed, immobilized, etc, which to me makes more sense considering which trait line it’s found in.

If they’re CCed then they would be inactive, would they not?
Yes, but also if they’re not actually in the middle of an attack that very moment. Keep in mind that in a lot of kiting or running situations, players are not using abilities continuously.
Any brain lag on their part will also result in time where this trait would apply.
