Guild Wars 2

Does anybody have any data what counts as inactive for the purpose of trait “Wastrel’s Punishment” ?

1. Not attacking
2. Attacking or moving
3. Stunned, knocked back,
4. …?

I think it means the target is under a control efffect (dazed, stunned, knocked down, etc…) but i could be wrong.

No clue, it’s a very wierd trait. From a WvW perspective it almost reads like you only get 5% bonus if the target is AFK or something.
