I am trying to figure out what sigils I want to use in HoT but not sure what this one will do for me. Does it effect conditions, phantoms, or clones? Does it effect our shatters?

It affects power damage that originates from you. It does not affect phantasms or clones. Shatters originate from you, so it affects those.

Thus why there’s benefit in using Impact instead of Force if you can do your mind wracks under a stun.

Though things like Power Blocks interrupt damage will benefit from force.
