What am I suppose to do?
If you play anything with range the mesmer auto loses. The main point of sword shield/ staff is have very good melee matchups and outlast/kite the opponent. It doesnt have the best burst damage either, so as a d/d ele you can probably outsustain him. This matchup isn’t the best for d/d ele and even if you do win, it will take some time to kill.

Just today I fought a power shatter mesmer as d/d ele in WvW. He was using a variant of the current PvP meta build, without any condi damage. And holy kitten, I just couldn’t take him down. For real. He had sooo many clones from the chronomancer traitline, permanent condi removal and healing through inspiration. He was using sword/shield and staff, kiting ability was insane. Like wtf. How are you suppose to beat that? His shield block is still kinda op, why can chrono summon Echo of memory phantasm 2 times, both of which sometimes procced without me even hitting him (possibly evasive arcana air dodge?)
Mid fight I was trying to find a way to kill him, even tho I took him down to 20% a couple of times, he just pressed F1, F2, F3, F4 and used signet of illusions. Full health. He had near perma stab with his chaos treeline (stab on shatter), tons of boons from chaos storm and chaos armor, massive amounts of daze from chaos storm again. Sigh. Even tho we fought for 15mins straight, that had to be the most boring thing I have done in the history of my life, it legit made me want to quit Gw2 and go play Tetris.So, how do you beat this build? Alt+F4?
Note: And no, I wasn’t using bunker ele: 2,5k armor, 2,1k power and 15k vit.
Why is this the Mesmer issue?? Your running a build clearly with serious sustain and kiting as well. Imagine or put yourself into that Mesmer shoes (clone). Prolly hated the 15 min engagement with you as well.

What you are describing looks like a bunker mesmer (chaos, insp, chrono). You can’t kill it, he can’t kill you… Lot of fun indeed. I don’t quite understand the point for him to run this build in WvW, this is a waste of both your time and his.
But I would say, what you are describing is not very much a mesmer/chronomancer problem. In the current state of the game, many professions can trait to be nearly unkillable 1v1, especially against an ele (eles don’t have the best burst damage). I’m pretty sure a druid, a scrapper or a rev would be as much trouble for you, especially if they decide to go for a tankier gear.
He can’t take you down. You can’t take him down.
Sounds very fair, so what are you complaining about.
And remember this is WvW. Ppl can still use rune of durability bullkitten and consume OP food.
You’re hardly running a build that can claim to do good damage. 2.1k power is very low for wvw stats, and I’m willing to bet your crit chance and crit power are rather low as well.
The Mesmer you fought was obviously running a very tanky build, hence them not dying and being unable to threaten you. However, your complaints about being unable to kill them are pointless. Let’s take a look at this from the Mesmer point of view, shall we?

The situation is identical on both sides. You’re both running defensive builds, you both have a lot of sustain, and neither of you have the capability to kill the other. This is a nonissue. Now, if you were running an offensive FA burst build and still couldn’t kill them, then maybe you’d have a complaint. As is, you’ve got nothing.
If he is running inspiration and staff you do not need to worry about heavily aggresive quick bursts that come attached to GS.
He will be using a lot more effort to set up on you. Be sure to not get surrounded by illusions and doge forward *Into* them to mitigate all the damage.
Being shield he only has one phantasm that does decent damage, everything else you can out sustain as D/D. As long as you don’t get over pressured from the shatter.
I would presume he’s running domination if he pressured you can you could not retaliate except against his shield, which means he will have less vigor, crit, and no blinds on shatter. In which case his 3rd shatter becomes a mild stun and his interupts will hurt if he’s traited for it. But it means you just need to put in more effort to dogeing the shatters.
If you play predictably he will counter you, you have to pressure him on his cool downs after he whiffs, preferably maybe on staff since he can only escape with phase retreat (which won’t matter unless AoE or PBAo, and chaos storm which you can play around if you don’t let him zone you.
Anticipate being pressured when he switches to sword, if you retaliate the pressure when he goes sword he will use sword c/ds to defend.
If he ever pops his distortion and goes staff know he has nothing but his base doges to mitigate your damage.

I was actually going to make an amendment before my class started implying/admitting I did not actually read through all the information given, I see posts like this and presume theses are fights where someone died and got fed up with it.
I only noticed the discrepancy after seeing Pyro’s post above mine and we were starting.
That being said, yeah if it’s a stalemate turning combat’s ebb and flow into a tug of war, no one can really complain.
I find it funny still that people are going into WvW excepting a fair 1v1 on a flat, which sPvP isn’t even balanced around.
