What does this patch mean for dungeons/PvE?

Nothing backbreaking for shatters in my book.
On the good side:
-Sturdier shatterfodder(phantasms, clones and instant increase for them with signet :>), which means more reliable 3shatters
-GS3 has slightly less negative impact on our dps and perhaps can be included in rotations, feels actually good and faster now, man(though that might be subjective)!
-Fixed Iberserker shatterfodder, which is good dps boost even for shatter mesmers
Nerfs:
-The only real concern so far is blurred frenzy. There are reports(and I experienced that myself) of frenzy behaving strange. We’ll have to test it in various places and see what did they mean by turning invulnerability to evade. Unblockable skills, environmental effects, mob cc, etc.
-And then there’s into the void. For those who used instant pull extensively, adapting to new 1-second delay could be painful.
