What effects damage done by retaliation?
Power of the person with the retaliation. That’s it.
I thought it was power of the person attacking.
Damage dealt depends on the level and power of the retaliation’s source. At level 80 this is:
198.45 + (0.075 * Power)
Retaliation is not reduced by the target’s armor.

nope, Any dmg you do is based off of your stats no matter the source
I played around with a retaliation, but it wasn’t obvious to me what damage came from the retaliation?
Confusion damage numbers have the purple target/confusion symbol around them when they appear. I’ve also seen a red “pow” balloon on some damage numbers, is that damage from retaliation?

Retaliation damage will show up as normal white numbers over your target. It will generally be in the 200-350 range at level 80.
Retaliation Dmg will pop up like Condition Dmg (Bleeds, Burnings, Poisons) a second or two AFTER a target hits you, a simple unassuming and small White number. It will usually be smaller then a tick of Burning and greater then a tick of Poison or Bleeding.
Take a Phantasmal Defender, Vengeful Images (5 Inspiration), and go up against anything with a fast and repeating hitting attack that doesn’t do much damage individually. Such as an Earth Elemental with its opener line move that also cripples (Unsteady Ground is it?). You’ll see the numbers repeatedly pop up as you stand in it with the Phantasmal Defender alive.
Note: I’ve never seen the Retaliation numbers proc, if the Phantasm is dead. Though this may be a similar bug to how Bleeds fail to show their numbers once the Clone/Phantasm in question dies, but STILL continues to damage their targets for their duration. (Bleed part for dead/shattered clones/phantasms tested by Shattering on a target after a large number of bleeds, then waiting and watching the target’s health still drop. Despite no numbers popping up.)
— On a side note, Vengeful Images retaliation for I.Warden seems to hit harder then expected. It hits for 423 from my memory, while the I.Defender retaliation hits for about 336. This is without either of the +15% Illusion/Phantasm dmg traits equipped. I’ll have to determine if this is true for other Phantasms as well.
Off Topic Post Script: Funny Fact, Both +15% Illusion/Phantasm dmg traits also affects any Reflected projectiles that the traited I.Warden (and not the Temporal Curtain) reflects back to their targets. Which makes it hilarious to use against a group of Young Karkas with those three traits, and all of them use their ranged spam attacks.
