Mesmer’s don’t really have a condition build. Even staff, our supposed condition weapon works better when you don’t stack condition damage.
But really, that’s a good thing. Condition builds are mostly trash.
So little. Condition damage just doesn’t seem to work in PvE in my opinion, atleast not like the Necromancers CD. The builds are barely viable as we cannot stack condition damage enough for it to be worthwhile, except in large group events where the iwarlock can hit excess of 10k, however this is usually only when paired with a necro.
However, if you do want to try some of the PvE condition builds, have a look at the guide list in the stickies, but remember what your looking for. Dungeons, yes. Leveling, no. Have fun trying them out though, respeccing is cheap and easy. ( I would personally look at a bleed phantasm build)

As the other replies indicate, mesmers don’t really have a great condition damage build for PvE. The reason is that the only condition mesmers excel at is confusion, which doesn’t work as well in PvE because most mobs have slow speeds. I’d recommend that you lean more towards a hybrid spec using Rampager gear (Precision/Power/Condition Damage) and the Sharper Images trait in Dueling (Illusion inflict bleeding on crit) if you want to get the “condition damage feel” while still killing stuff relatively fast.
This is a WvW focused Condition build but transfers over to PvE fine.
As stated the confusion aspect isn’t as good in PvE but the bleed stacks and burn ticks are good enough to kill things.
Contrary to what many people claim, Mesmer condition is not absolutely terrible in PvE. It is however quite inefficient at clearing trash mobs as Staff conditions need time to ramp up DPS, and trash mobs tend to die before the Staff achieves its maximum DPS.
