With alacrity gutted and all chrono skills (shatter, shield and wells) designed to work with the old alacrity and sporting quite long cooldowns, will the base cooldowns change?

Nah , Anet has proved countless times that they don’t care , so the obvious answer is “go find another profession to play” , because there is no way that that are “balancing” anything..

You mean, increase base cooldowns? They need to save some nerf ideas for next balance patch.

This is the steady downhill slide. Mesmer will get into a progressively crappier state every patch from now until the next expansion. They will release a new elite spec and suddenly it will be fun again. But then they will slowly nerf that into the ground as the cycle continues.
