First, are you talking PvE open world or dungeons? Nothing wrong with running a staff in a power build in open PvE. I have a damage/support build called the Paladin Mesmer that works well in this capacity. It’s great for open world and decent for dungeons if you want to jump into a PUG here and there. For serious dungeon running there are better options for maxed DPS.

I don’t quite understand the issue here. You have a weapon swap, why can’t you just use a GS or something else for DPS, then swap to staff for some conditions/boons while everything is on cooldown? This would work with your shatter build anyways, since your Staff gives you 2 more ways to generate clones, and doing huge 7-clone shatters with Mirror Images for burst damage isn’t that important in PvE.
But for your question, I’m no expert, but maybe something with interrupts + Bountiful Interruption + Signet of Inspiration? You could stack might/other boons on yourself and then share them with all your pals. Halting Strike will do some nice damage for you. This won’t really work well on bosses because of Defiance, but it can be quite useful for those waves of mobs that you inevitably face in dungeons (especially with Staff 5 for dazes).

Yes that is currently what I do, but the main issue I have is finding a way to use Chaotic Dampening trait for chaos storm and having the reflection traits from the focus while not loosing some of the main dps traits. I would rather use a Sword main hand over a GS. If I try that then I lose a lot of the good stuff that makes me do more dps.
