WvW/PVP, not outdated guide?
WvW guide is in my signature (not the video series), and as for PvE build click here that’s for once you get to 80.
I’d recommend mantra of pain, sword focus + gs and just running around in edge of the mists to level mesmer. Otherwise GS + sw/f for leveling generally. Try to trait phantasms and don’t shatter them but let them do their damage. You can use pistol instead of focus but then you don’t have swiftness
It was my impression that GS S/F was meta. Am I wrong?

it’s not a PvP/WvW set then. You need two separate sets. One for WvW (shatter) and one for PvE (phantasm).
That IP shatter trait setup has always been solid for mesmers in both PvP and WvW. The weapon choice is not limited to GS/Staff. But usually you do at least take one of GS and Staff. The other set can be sword+X
What kind of WvW (solo roaming, havoc or zerg)?
