concept of Feedback is weird
Feedback reflects both ways, in and out of the bubble. If your enemy moves outside the bubble, you solve the problem by moving into the bubble. Or at least, to the other side of it.
As for Lupicus, yes it works there as well. You’ll need to be in melee range to make the most of it, but it’s definitely worth slotting. The bubble will appear at ground level, directly beneath him, provided he is within its maximum casting range. Otherwise, it’ll be on the ground in his general direction at that maximum range (meaning you’ll likely have to blink inside of it to get any benefit).

Mesmers are usually more of an offensive support. You punish the enemy for attacking your allies rather than directly protecting. Plus, this method works well with the various glamour traits. One that causes them to blind enemies (makes this useful on non-ranged) and another that inflicts confusion when they enter/exit Glamours.
Try Feedback on the dredge power suit in FoTM when he raises his arms to release his bombs. The damage is incredible, several hundred thousand.

100% agree, this clunky mechanic is the no1 reason why I don’t use feedback.
would it be ground target like all the other glamour skills (-portal kind of…) it would be in my skill list 100%.

It does work on all of Lupicus’ projectiles. You need to be standing inside the bubble to be protected. And be away from the edges of the bubble, as the projectiles have an explosion radius when hitting the ground.
Standard duration is long enough to provide a safe zone (beneath him) during 1 entire AoE spawn in phase 2. Alternate it with Distortion and/or Mimic, and you’ll find phase 2 much less of a worry.

You can use feedback without targeting also, if you don’t have a target you will cast the feedback bubble a fixed distance in front of you.
I do this all the time on giganticus, all you need is to learn how far ahead of you it spawn and you can protect your allies or yourself by dodge rolling inside it or blink in to it.
If you stand in the middle of it his aoe wont hit you.
The feedback trait is also nice and can be used on the npc that die 99% of the time in the room
