does Continuum Shift affect rune/sigil cd ?

Hey Guys,

Question is already in the title, i didnt test it but that question kinda came to my mind as i saw ppl discussing if alacrity has effect on runes and sigils.

IMO it’d be pretty strong if u can reset rune cd with it, that way u could for example get up to 16 stacks confusion from perplexity rune in wvw within few seconds.

10k hours n still a noob

The last time I tested this was BWE1, where it did only affect your skills, no runes or sigils, nor traits.
