Temporal Curtain isn’t meant to reflect projectiles.
It does not reflect as far as i know, i see there is a trait that says focus skills reflect, but maybe it is referring to the phantasm?
Temporal curtain doesnt reflect it does however:
Create a wall of energy that grants Swiftness to allies who cross it while crippling foes who touch it.
Crippled: 5 s
Swiftness: 10 s
Combo Field: Light
Range: 900
TC will reflect if you take the Trait. But it is based on LOS, so harpies flying would shoot over the top of the TC, and as such the ability would fail. This is a known issue/potential bug based on the Y axis.
Guys, there is a major trait in the Inspiration line that reduces focus skills cd and enables reflect on both warden and temporal curtain.
As for OP’s problem, if you do have this major trait but projectiles still go through then it’s because the temporal curtain is not very high. You really have to play with the environment here, I guess your positioning and that of the harpies that can fly enabled them to shoot over your curtain. It’s not very high itself that vertical axis.
I would recommend you to find another ranged mob but that is on land and try it again, I assure you that it does work.
It should work on flying foes. If it does not, that’s a bug.
I understand the concept of lobbing over the top, but if the curtain is not “high” enough to reflect projectiles shot at a 30 degree downward angle, something is wrong here. It pretty much neuters the group utility of the spell if there’s even a SLIGHT terrain variation.
If the curtain isn’t high enough, it probably can’t even be called a curtain – more like an temporal tennis net.
It’ll work, but it has to be placed right at your feet. Otherwise the arrow will fly over curtains area of influence.
The other “reflecting” skills of the mesmer doesnt work either.

It completely depends on the ability used by the monster.
Some ranged abilities can not be reflected at all but in this case I have to agree with the other posters, it probably has something to do with the position of the harpy and your curtain.
I find it a lot of fun to use this ability and our other reflecting abilities and yes they do work.

Harpy hunters in this area used standard arrow attacks (the basic ranger bow set).
Every single one passes right over the curtain unless you’re standing even closer than what is necessary to activate combo finishers on it.
This needs to be fixed.
It’s not bugged. Temporal curtain only reflects things by its height. Iwarden and bubble are taller.
So temporal curtain when traited is only going to affect projectiles that hit it not OVER IT. Yea its height is pretty small, it seems it’ll only reflect projectiles from npc’s no taller then a Norn.
Anything flying like harpies or anything tall like golems will not work. However Iwarden and bubble will work because they are taller then curtain.
Not sure if it’s a bug, but today I was in the mists, and I was fighting the Thief Npc which used daggerstorm, I had traited focus skills to reflect projectiles, so I dropped it down, and the attacks went right through and hit me, I tried again using feedback, and the same thing happened, the projectiles went right through.
I suspect Dagger Storm is a different issue because it also reflects projectiles.
Yes, temporal curtain is frustratingly short and mostly useless against tall enemies, projectiles with an arc, and projectiles fired from above.
