I’ve been messing around with different builds/ideas and I’m not seeing retaliation on my phantasms when I select the 5 point minor trait in inspiration. I spammed 3 on the test professions in the mists and did not notice damage occurring to the test dolls when they damaged the phantasms.

Is this old news or am I mistaken?

If I’m not mistaken it only apply 5 second of retal, and nothing more. no rebuff or anything just the 5 sec at clone (phantasm) summon.

Yeah i dont think its like the Fury one which gets rebuffed. It lasts 5second which make it VERY poor in my opinion.

Its another crappy mesmer trait now, in those 5sec it will hardly do anything even on a phantasm build.

Indeed. Not impressed.

It used to be a very potent trait in the right build – now its practically useless.

Also note that you apparently no longer see the damage done by your phantasms with retaliation.
