cloak drops at 85sec on its recharge so im pretty sure it does. have you bothered to try and time it before posting?
Its also really good for when you have a full 6 set of Lyssa gear, its the shortest cooldown epic
Does the 6th effect of the superior rune of Lyssa give you all the different boons in GW2? Because if it does, then it’s darn over-powered.

It removes all conditions and gives all boons everytime you use your epic.
The boons are short duration though, like 3 seconds or maybe 4, and the fastest epic i have as mesmer is every 60 sec
