Zerker gear would certainly be most common for PvE. Direct damage is often favored in PvE due to the high number of scenarios where burst damage is needed as well as the fact that the bleed cap is easily reached in a group setting.
I can’t speak definitively without knowing more about your goals in PvE, but in general I would think that the carrion stat combo isn’t the best. It is sometimes useful to throw in a couple pieces of carrion if you want a little extra vitality, condition damage, or toughness in your build, but I find that the combo doesn’t work terribly well together.
If you are set on doing a condition build, you really should look into rabid gear, as crit chance is very important for stacking bleeds with sharper images. Similarly, if you decide to use a power-based build, crit and critical damage will still be important stats for you. Ultimately, I think the biggest flaw of the carrion gear is that it gives you a somewhat watered-down mix of power and condition damage that is lacking the crit to make either stat as effective as it could be.
Finally, regarding condition mesmer in PvE… It’s viable in my opinion, but you have to be ok with doing less damage than a zerker mesmer. I use a modified version of this for PvE: https://forum-en.gw2archive.eu/forum/professions/mesmer/WvW-Confusionless-Condition-Build-VIDEOS/first
I find that if I swap out focus/pistol for torch (depending on whether I need utility or raw damage), swap in Feedback for Decoy, Time Warp for Mass Invis, and change Chaos XII to Chaos IV (or something else more applicable to PvE) I get along just fine. Just remember that condition duration food is a necessity for doing significant DPS. I frequently do high level fractals (30, looking to get into the 40s) and with the proper consumables I find that I put out respectable DPS (though not as much as a zerker mesmer) and provide good team support with the boons from WoC, Chaos Storm, etc. You just have to be especially careful given the recent changes in bounce logic that your clones aren’t standing in melee range sucking up all the boons meant for you and your team.
Finally, let me say that this is just a rough idea of how a condition mesmer would play in PvE; you could probably find a much better alternative if you swapped around runes and moved 10 points from Chaos to another line for more DPS, but I switch between PvE and WvW so much that I can’t be bothered to get a whole new set of armor and respec every time I want to run a dungeon.
Cond on mes is worse than cond on all other classes (save guardian) regardless if it’s PvE or PvP. Sell it, forge it if it’s soulbound… whatever. Get yourself a damage set. Doesn’t need to be full zerk. Having some survival is important (you do no damage or support when you’re dead)… but you’ll want to be as damage heavy as you can be.

Triple bounce staff bleeds. Undead runes. Use veggie pizza. Create 3 clones, auto attack to 20+ stacks of bleeds.
Really fun when roaming in WvW, not sure about PvE. The bounces will add quite a bit of utility to your team at least, great bleed/burning/vuln if you are the only condi damage in the group.
