I agree that we feel slow and that it’s kind of boring to bring runes and focus to get those speed buffs, but I disagree that we should get a passive speed buff. Other professions have to give up utility slots to have a passive speed buff, while mesmers have it built into their weapon sets, in addition to different teleports.
I main a thief, but my Mesmer feel just as acrobatic as he does. Staff #2 and focus with runes of air is pretty powerful to use in a mobile roamer build. One more thing is that mesmers can give their speed buff to an entire Zerg, no one else can do that.
Geiir brings up a lot of good points. In addition to those, I think that it would be a bit overpowered if we had a passive movement speed boost. We have many teleports through blink/phase retreat/iLeap which all make our in-combat mobility superb. If we also had the ability to always chase people down I think that would be overkill.
Besides, even if you don’t use focus as your primary weapon, you can carry one with and use it for a pretty high uptime on swiftness if you like the convenience of getting places more quickly. Also, it should be noted that if you’re traveling in any sort of decent-sized group in WvW there will be lots of AoE swiftness from your allies that makes a passive movement speed ability kind of pointless.

Winds this is true, but thieves really can’t offer the utility and support Mesmers can. Thieves are meant to be the most swift class, so I think trying to match a Mesmer up to a Thief’s speed is a bit unfair to the Thief. Speed is their thing. Other classes don’t try to harp on the Mesmer’s ability to make clones and be annoying, so don’t harp on Thieves for their class strengths.
To the OP: the swiftness on the Focus was buffed. Signet of Inspiration now works out of combat and may grant swiftness. Chaos storm may grant swiftness. We also arguably have the best in-combat offensive movement, as Geiir said (I’d argue we’re tied for in-combat mobility with Thieves).
Give us any more awesomeness and we become just too stinking amazing and we break the game.

It just isn’t necessary and alot of mesmers seems to be very content with using the centaur runes, personally the lack of out of combat swiftness just doesn’t bother me at all.
I don’t use Centaur Runes and Mesmer is one of my fastest classes. I don’t use a full dps build though. I use a build that specializes in Mobility, go check out Osicat’s advance guide. Once you learn how to do full Cat Leap’s you can litterally move 2000+units in about 2 seconds and then add swiftness on top, while all the cooldowns recharge you can do mini 1000+ jumps and use your blinks.
tl:dr
Mesmer can be one of the quickest burst movement classes for chasing or escaping, but you still need to trait for a build that enables that. All other builds suffer.

We have one out of combat teleport (unless we have a short bow), which again isn’t even a teleport, it’s a shadow step. And that often get stuck in air or just a small rock in the terrain.
As others have said, mesmers and thieves are close to each other in in-combat mobility unless the thief traits into its Acrobatics tree it doesn’t have that much swiftness. The thiefs main strength is to hunt down our enemies, therefore we have a ton of shadow steps that we can use in-combat
Maybe we’re supposed to be slow. Can’t have it all, other people get to be special too.
