Will depend on the fight and player skill. Can rank anywhere from top 3 to the lowest 2. DPS is nice under ideal conditions, but the difficulty of sustaining 3 phantasms for the whole fight and lack of dps burst… we realistically rank on the bottom of the ladder.
However, under fringe instances such as Lupi, we definitely rank #1 <3
Mesmers in PvE are the utility & portal bots. If you want to be in meta, better learn to utilize them to their fullest.

Similarly to classes such as Engineer, or Elementalist, Mesmer can range either from barely average to very powerful.
If the Mesmer knows boss mechanics, knows how and when use certain utilities such as portal, knows what phantasm they should place at specific boss fights, then we have someone who easily fits into the current PvE meta.
If the Mesmer is capable of sustaining at least 2 phantasms throughout the entirety of a boss fight, his or her DPS will be in the upper half as phantasms make up for 60% of mesmer’s total DPS.
Time Warp is currently the strongest elite skill for speed runs. After the toning down of FGS, no elite in the game gives such a drastic DPS increase for the entire group as TW does.
Well used portal can cut the time of a dungeon run by minutes.
Mesmers have also the strongest, and the most sustainable projectile reflection in the game (100% uptime in an ideal situation).
As it stands, Mesmer, despite needing a buff here and there, is a very strong class and most definitely has a place in the current PvE meta.

Assuming there are 7 classes,
DPS : 4th , behind Ele, Thief and Ranger.
Burst : 6th, behing Ranger, Thief, Ele, Engi and Guard (no particular order)
Utility, Hard (anticondi, reflects) Support and Crowd control : 1st, sharing spot with Guardian
Soft (Boon) Support : 4th, after Elementalist, Guardian and Warrior
Defiance control (daze, stuns) : 1st, sharing spot with Thief
Topping first tier in Defiance control and Utility , we can conclude that mesmer is top 1 Utility/Hard Support/CC mix with medium to high sustained damage.

Necro isn’t that bad, it has quiet a high burst (top 3 lets say) but that’s the only thing they offer so forget about them.
