staff stat

Got dual swords = power stat , but what about the staff ?? Will power be better as it increases its phantasmal damage ? or condition damage for chaos skills ?

All 80es > MM necro is my best ,cleric
guard ,nades eng ,Trap thief \ranger ,signet\shout warrior, zerk mes\ele & shiro rev.
