Are you using the pistol trait? The phantasm is only 20% finisher chance without it.

iDuelist has a 20% chance on projectile finisher. The trait with reduced cooldown made it 100% so you could heavily stack confusion. Not sure if they fixed this (read fixed, not nerfed as it was a bug) or you just stopped using that trait.

Also, how is this a “ninja nerf”? It’d make the phantasm work how it should work. Oh noes, they’re fixing bugs and it’s bad for me, so obviously it’s WRONG!
